So, UC Berkeley might be the fourth greatest school in the world (which is great and everything), but it's still the first on any list as far as public universities are concerned.
It's harder to be great when you're not funded by a bunch of rich people paying 40k a year to go to your school. Berkeley tuition is *cheap* compared to the other universities at the top of The Times' list.
